Noted journalist Henry Hazlitt said much the same thing in his 1964 essay “How to Cure Poverty”.
The best way to combat poverty, Hazlitt wrote, is “to increase the incentives to the initiative, effort, risk-taking, saving, and investment that increase employment, productivity, and real wages.”
Hazlitt is best-known for his classic book, Economics in One Lesson (free .pdf here).
